The City helps keep taxes low -- an average total per residence of $2,563.73 annually compared to the 24-community average of $3,130.61 -- by having a small staff of employees, which includes its police officers. "Union has the smallest number of City employees of any town its size," Union Mayor Larry Beyer said, citing the Ohio Municipal League's annual survey that ranks the number of employees cities have. Union's seven-member council makes legislative decisions and City staff implement these decisions. Union's Council/Manager form of government is the kind utilized by almost all communities in Montgomery County. |
