The April 7, 2009 City of Union Planning Commission meeting was called to order by Mrs. Thomas-Roth. Attendance was taken and Mayor Goudy and Mr. Butler were absent.
1. Mrs. Thomas-Roth asked if there were any additions or corrections to the planning commission minutes from July 1, 2008. There were no corrections so Mr. Marsh moved that the minutes be accepted as prepared. Mrs. Thomas-Roth seconded the motion. All concurred and the minutes were accepted as prepared.
2. 09-01 – Lot split request from Randy Yoakum concerning 607 North Main Street (formerly Glen Cove).
Mr. Applegate said that as Mrs. Thomas-Roth stated, Randy Yoakum had requested a lot split because Glen Cove was being sold to a new owner. This involves a tract that is 5.189 acres. The map included with the application shows the two parcels. The second parcel of 9.667 acres is landlocked but adjoins Mr. Yoakum’s other properties both behind and on one the side. Glen Cove is located on the 5.189 acres.
Mr. Marsh commented that the commercial zoning needs to be a minimum of five acres. The actual change of zoning that was done of the property before is exactly the same 5.189 acre parcel that is being sold. That zoning change was back in 2002.
Mr. Applegate said the city was glad that the building has been sold and that the city would have another business in town. Mr. Applegate said that the staff recommended the approval of this lot split.
Mr. Bruns moved that the lot split requested by Randy Yoakum on 607 North Main Street be approved. Mrs. Thomas-Roth seconded the motion. All concurred and the motion was passed and the lot split was approved.
Mr. Applegate said that for the record he did require a subdivider’s agreement but there will not be additional drawings as the building is already built.
3. Open Agenda
Mrs. Thomas-Roth asked about a foreclosed property near her and how that worked with the presale inspection. Mr. Applegate said that once the property deed goes to be transferred, the house is inspected and either must be fixed and/or in compliance with all zoning regulations or the new owner can sign a transfer of responsibility agreement.
If the bank goes to sell it, they either have to fix it up or the new owners will. Mr. Applegate said most of them will do it but they do have one person in court now who would not make the repairs.
Mrs. Thomas-Roth asked about Al Butler’s position. Mr. Applegate said they would have to get another planning commission member.
Mr. Applegate said that Mayor Goudy will announce the vacancy to the council.
4. Mr. Marsh moved that the planning commission meeting be adjourned. Mr. Bruns seconded the motion. All concurred and the meeting was adjourned.
