RECORD OF PROCEEDINGS
MEETING OF COUNCIL
The City of Union council meeting was called to order by Vice-mayor O’Callaghan on October 13, 2009. The meeting was held on Tuesday due to the Columbus Day holiday on October 12.
Attendance was taken and the following council members were present: Mr. Bruns, Mrs. Oberer, Mrs. Kyle, Mr. O’Callaghan, Mr. Blackwell, and Mrs. Perkins.
Other city staff members present were John P. Applegate, City Manager, Denise Winemiller, Clerk of Council, and Joe Moore, Law Director.
Mr. O’Callaghan said Mayor Goudy was ill and he moved that her absence be excused. Mr. Bruns seconded the motion. All concurred and the motion was passed.
1. Mr. O’Callaghan asked if there were any corrections or additions to the minutes of September 28, 2009. There were no corrections so Mr. Bruns moved that the minutes of September 28, 2009 be accepted as prepared. Mr. Blackwell seconded the motion. All concurred and the minutes were accepted as prepared.
Mr. O’Callaghan asked for a moment of silence.
2. There were no comments from the citizens and visitors in the audience.
3. Open Agenda
Mr. O’Callaghan mentioned the draft resolutions in the council packets and determined that a representative of the Dayton Metro Library would be present to address the council on their upcoming levy at the next council meeting on October 26, 2009.
Mr. O’Callaghan said he went to the open house at the fire house and was very impressed with the new fire engine. He said it was a great piece of equipment. He said every time he went to the firehouse, he was amazed at all of the equipment and he felt like the city was in good hands. He said he was a little disappointed that there were not more people at the open house.
Mrs. Kyle agreed with his statement and said the city has a great fire department and a great police department.
Mr. Bruns also agreed with the comments made on the open house at the Union fire department. He said all of the fire and EMS personnel were very proud of the new fire engine and they appreciate what the city has purchased for them. Mr. Bruns said they would put the new fire engine to good use and will continue to provide good service to Union.
Mr. Applegate said the new water tower is scheduled for a final inspection later in the week. The painting is all finished. He suggested that they drive by and take a look at the logo on the tower. Mr. Applegate said the paint job is awesome and the folks that live in the area agree.
He said they starting to fill the water line and they will go through a process to get the line approved from the E.P.A. and then will start filling the water tower. Mr. Applegate thought that the tower would be on line within the next two weeks. When asked when the road would be open, Mr. Applegate said depending on Mother Nature, it would be another ten to fifteen days.
Mrs. Winemiller said that the city had a booth at the Northmont Chamber’s Business Exp on October 6. She said it was very well attended despite the weather.
Mr. Moore said he wanted to inform the council that on next Tuesday, the Supreme Court will have oral arguments on the case of Butler Township versus the Montgomery County Board of Commissioners, regarding the Waterwheel Farm annexation. Mr. Moore said he wanted the council to be aware of this in case anyone asked them about it.
4. An executive session to discuss the purchase of real estate. No action will be taken afterwards.
Mr. O’Callaghan moved that the council adjourn the council meeting to go into an executive session. He requested that Mr. Applegate, Mrs. Winemiller, and Mr. Moore attend the executive session. Mr. Bruns seconded the motion. All concurred and the motion was passed. The council went into executive session.
After the executive session, Mr. O’Callaghan moved that the council meeting be reconvened. Mr. Bruns seconded the motion. All concurred and the motion was passed.
5. Mr. O’Callaghan moved that the council meeting be adjourned. Mrs. Perkins seconded the motion. All concurred and the October 13, 2009 City of Union council meeting was adjourned.
