RECORD OF PROCEEDINGS
MEETING OF COUNCIL
The City of Union council meeting was called to order on February 22, 2010 at 7:30 p.m. on Monday by Mayor Goudy.
Attendance was taken and the following council members were present: Mr. Bruns, Mrs. Oberer, Mrs. Kyle, Mayor Goudy, Mr. O’Callaghan, and Mr. Blackwell.
Other city staff members present were Denise Winemiller, Clerk of Council, and Joe Moore, Law Director.
Mayor Goudy said that Mrs. Perkins was out of town on business so she moved to excuse Mrs. Perkins from attending the council meeting. Mr. Bruns seconded the motion. All concurred and her absence was excused.
Mayor Goudy asked for a moment of silence.
1. Mayor Goudy asked if there were any additions or corrections on the minutes of February 8, 2010. There were no corrections so Mr. Bruns moved that the minutes be accepted as prepared. Mr. O’Callaghan seconded the motion. All concurred and the February 8, 2010 minutes were accepted as prepared.
2. There were no comments from the citizens and visitors at the meeting.
3. ONE READING - RESOLUTION 10-01 – A RESOLUTION ENDORSING THE EXISTING CONDITION ASSESSMENT PHASE OF GOING PLACES – AN INTEGRATED LAND USE VISION FOR THE MIAMI VALLEY REGION.
Mr. Bruns said that there had been a presentation at the last meeting and the city had seen other information on this. He said this project will go forward whether the city endorses this program or not and they were already in phase II of the program. Mr. Bruns commented that one of the slides in the presentation indicated that development is planned by taking advantage of existing structures. He said the city was looking for development and new construction for Union’s benefit. He was not sure they should support a program that is different than what the council is looking for. He suggested they reconsider passing this resolution and he moved that this resolution be tabled. Mayor Goudy seconded the motion. All concurred and Resolution 10-01 was tabled.
4. A PROCLAMATION DECLARING MARCH, 2010 AMERICAN RED CROSS MONTH.
Mayor Goudy read the Proclamation supporting March 2010 as American Red Cross Month.
5. Open Agenda
Mayor Goudy commented that she hoped that the City Manager was getting better.
She also commented that she thought the city crews did a great job during the recent snow plowing.
Mr. Blackwell said that Easter was coming up and Mrs. Terry had handled the annual Easter egg hunt in the past. Mr. Blackwell said if there were no objections, he would like to continue with that. The council was in agreement with that.
Mr. Blackwell said he knew that the city had provided funds in the past and he moved that the city provide $400.00 for the Easter egg hunt this year. Mr. Bruns seconded the motion. All concurred and the motion was passed.
Mr. Blackwell said the event would be held on April 3, at 10:30 a.m. and the location had not been determined but they were looking at having it at the Phillipsburg-Union Community Park.
Mr. O’Callaghan said he wished Mr. Applegate well and hoped he would be able to return soon.
Mr. Bruns said Mr. Applegate was still working at home and was keeping involved with city business. He also said he felt that they owed Mrs. Winemiller a round of applause for covering in Mr. Applegate’s absence.
Mrs. Winemiller asked for a motion from the council to set up a public hearing date for April 26 for the rezoning of the Waterwheel Farm, Thies property that was recently accepted into the City of Union at the last council meeting. They would like to get that property rezoned from Agricultural-Residential to Light Industrial to tie into the Jobs Ready Site grant application for the property north of that. This land is not part of the grant application but ties into the area and the future use of this land would also be for industrial development.
Mr. Bruns moved that a public hearing on a change of rezoning for Waterwheel Farm be held on April 26, 2010. Mrs. Oberer seconded the motion. All concurred and the public hearing on a rezoning change was set for April 26, 2010.
6. Mr. O’Callaghan moved that the City of Union council meeting be adjourned. Mr. Bruns seconded the motion. All concurred and the council meeting was adjourned.
